Facts we know about Bond 23:
1) Daniel Craig will star as James Bond again.
2) It will be a stand-alone film.
3) The director's chair is open.
So far that's all the facts, anything else is speculation. EON stated that Major Boothroyd and Moneypenny would return in the series, but not when, making it possible that either one of them or both will make an appearance in Bond 23.

Locking the Thread
At this moment it is pointless, trivial, and rife with speculation. Doubly so since Bond 22 has not been released and anything may change between now and the start of pre-production for the next instalment.
If we were to go by the history of what the speculation was pre-post production;
George Lazenby would have made a second movie,
Sean Connery would not have returned,
Pierce Brosnan would have made his début in 1987,
Timothy Dalton would have made a third movie,
Pierce Brosnan would have made his fifth movie,
We could reopen this thread once there is something of substance to merit it
