The more you think about it is really played for laughs, not for realism.
Wint and Kidd are larger than life and come across as campy characters and this is true even in their defeat.
Wint does seem to notice Bond splashing Kidd with brandy, however he turns his attention back to strangling Bond/keeping him still so Kidd can impale him with the flaming kebabs.
That part is plausible enough. Wint honestly did not realize the brandy had transferred the fire to Kidd's arms. However, Kidd does not scream. He does not thrash around trying to slap the flames out while they're still on just his arms. When he's really in trouble he does not shout "Mr. Wint! Help me! He set me on fire!"
All he does is basically gasp and whimper. He does utter one tiny little Help in appeal to Wint. But it's small and quiet even the audience on first viewing can easily miss it.
Ironically, he only calls out loud enough to get his partner's attention as he throws himself into the ocean screaming.
As for Wint, his face shows a brief expression of grief, which turns to rage as he seems to try to break Bond's neck thrashing with the garotte.
When Tiffany throws the bomb distracting Wint enough for Bond to get the upper hand, Wint appears to get his privates squeezed when Bond pulls his coattails tight before tying the bomb to them. But Wint seems to react more like he actually enjoys it, rather than the expected groaning and facial expression of discomfort.
Then he's tossed over and explodes in midair.
That fight itself is played as one big joke.

The whole of DAF suffers from these odd tonal shifts. The prime example for me is the mousetrap gag. It seems to be going for Tom & Jerry-style cartoon humour, but there's blood on the victim's hand and he appears to be in real pain, which makes the laughter somewhat uncomfortable.

That's a very good point about that mousetrap. I always thought it looked like it was biting into the guard's hand hard for that blood to be seen.
And getting it off would be impossible without help. Just think how tight it must have been.
