I've just got back from the cinema, and I quite liked the film, though it probably doesn't need to be seen on the big screen. I've no idea how it cost $200 million to make. It's hard to argue that the money is all up there on the screen, as it is mostly a prison/courtroom drama. The musical numbers actually do have an in-story justification. Arthur and Harley first meet at a singing group for inmates at Arkham Asylum, and then later they take on a hallucinatory quality, representing Arthur's increasing detachment from reality. It reminded me of the way Dennis Potter used music in The Singing Detective.
