Oh, undoubtedly. Everyone in Hollywood inflates their budget. It's part of the bragging "bigger is better" culture there. It's probably not inflated by that much, though. They won't flat-out lie, just exaggerate a little, maybe a spot of double counting here and there.

Of course it is a great source on income for them. Titanic broke the 200m rule and ever since everyone else has been following Titanic's footsteps, in some cases besting it.
They don't need to spend 160m on a Bond movie with a little help from advertisers it could be done for under $100, still looking as lavish as ever. Well as lavish as they used to look, for the last 2 they blew the wad on looking Spartan and serious.

Nash's time here is hopefully done. He has been tolerated here long enough. It is one thing to disagree with other posters. It is another to enjoy insulting other posters. I personally have ignored his jabs for 2 years, never once responding to any of his insults, until now. This is a place to pleasantly disagree in a cordial manner. That premise constantly escaped him. If he was not permanently banned, I was leaving here. He will not be missed and I hope it is for good. If he resurfaces in any way shape or form, I will leave, for the moderators here will have shown disrespect for the regular posters here, who deserve to be here. Enough is enough and I had my say.
Pinto and Wilde deny any offers to be in Bond 23. Pure PR it seems, maybe to just get out any story by Eon about the film? If Afghanistan is the rumored center of the plot, is another TLD on the way with drug cartels?
Flashbacks Of A Fool is on one of the Showtime channels right now. Thank god it's free(they're doing a weekend where you can watch Showtime for free-in the hopes you'll sign up for it), 'cause I don't think I'd watch it otherwise.
