I knew that would be the answer. What an odd day to declare just over all, they got over a month to pull it off hopefully they've been preparing. Oh and "Harry Saltzman and author Ian Fleming" exist again. Will wonders never cease!!!

As noted in this thread, Oct. 5, 1962 was when Dr. No had its U.K. premier. According to IMDB, the U.K. was the only place that got to see Dr. No in 1962. It didn't begin showing elsewhere in Europe until early 1963:

I know some of these events have been in the planning stages for a long time, such as the Bond music program (with Don Black and Vic Flick as guests) in the Los Angeles area on Oct. 5.
