Last I heard, they didn't even have a script or director, and they're going to start shooting in March? Seems unlikely, but if some random with 127 followers said it on Twitter, it must be true. I've a feeling that due to the leaks, Babs is really leaving the crowd in the dark. Perhaps there's far more at hand in advance behind the scenes than we think of.

If anything is happening with a production starting in March it’s got be a skeleton crew doing preliminary work, basic of the basic, if it happening for real or just assumed because it has to happen because they have a release day in 2019.
To get real work started eon need a the studio to find a partner to fund the movie, the a script and director.

According to Babs, fundamental things were going to be settled "by early 2018". I'm guessing they're going to announce the director and the distributors after the awards shows are done with.
